Who are we looking for?
The Engineering Manager is accountable for the safe design, integrity, modification, and performance of plant assets at an Upper‑Tier COMAH chemical site. The role provides senior technical leadership to ensure major accident hazards are identified, controlled, and reduced to ALARP, while supporting reliable production, capital investment, and long‑term site sustainability.
The position is a key duty‑holder role with direct responsibility for Process Safety Management (PSM) systems, Safety Report content, and engagement with the HSE Competent Authority.
What will you be doing?
Upper‑Tier COMAH & Process Safety Leadership
- Act as a senior site leader for Upper‑Tier COMAH compliance, ensuring all engineering activities meet regulatory and company requirements.
- Own or provide accountable input into the COMAH Safety Report, including:
- Ensure risks are reduced to ALARP and that safety arguments remain valid through the asset lifecycle.
- Lead and sponsor HAZOP, MOC’s, etc.
- Ensure effective design, testing, and maintenance of Safety Instrumented Functions (SIFs) and SIL‑rated systems.
- Support Competent Authority inspections, audits, and regulatory interactions.
Engineering Governance & Technical Authority
- Act as the site engineering technical authority, approving engineering standards, designs, and deviations.
- Define and maintain site engineering standards aligned with legislation, industry best practice, and corporate requirements.
- Ensure engineering competence requirements are defined, assessed, and maintained.
- Ensure all contractor competence requirements are defines, assessed, and maintained.
- Provide expert judgement on high‑risk engineering decisions affecting MAHs.
What will you be doing?
Management of Change (MOC) & Plant Modifications
- Own and enforce robust Management of Change processes for all permanent and temporary changes.
- Ensure all modifications are properly risk‑assessed, documented, and approved before implementation.
- Confirm changes are reflected in:
- P&IDs and technical drawings
- Operating procedures
- Safety Report and MAH assessments
Capital Projects & Investment Delivery
- Lead major capital projects from concept through commissioning and handover.
- Ensure inherently safer design principles are applied at early project stages.
- Manage project risk, cost, schedule, and contractor performance.
- Ensure compliance with COMAH, ATEX, PSSR, DSEAR, and environmental requirements throughout project execution.
What will you be doing?
Asset Integrity & Reliability
- Ensure robust Asset Integrity Management Systems for pressure systems, tanks, pipework, relief devices, and safety‑critical equipment.
- Ensure statutory inspections and examinations are completed in line with:
- PSSR
- ATEX/DSEAR
- LOLER (where applicable)
- Work closely with Maintenance and Operations to improve reliability and reduce risk from ageing assets.
- Lead or sponsor root cause analysis for major failures or near‑miss events.
Health, Safety & Environmental Leadership
- Promote a strong process safety and personal safety culture across engineering and operations.
- Lead or support investigations into high‑potential incidents and dangerous occurrences.
- Ensure engineering compliance with environmental permits and sustainability objectives.
- Support emergency planning, including on‑site and off‑site emergency arrangements.

Continuous Improvement & Strategic Planning
- Drive continuous improvement initiatives focused on:
- Process safety performance
- Energy efficiency and emissions reduction
- Operational reliability and cost control
- Contribute to long‑term site master planning, de‑risking strategies, and asset lifecycle planning.
- Support digitalisation, automation, and modernisation of plant systems.

What competencies will you need?
Technical & Engineering Competencies
- Degree in Chemical Engineering or a related engineering discipline.
- Strong experience in chemical, process, or industrial manufacturing environments.
- Broad engineering knowledge covering process safety, mechanical systems, utilities, and controls.
- Experience supporting capital projects and managing technical interfaces.
- Training and development
- Nebosh, HNC engineering, management qualifications should be sought to continue personal development, these will be sponsored by the company.
Leadership & Business Competencies
- Proven experience leading engineering teams in an operational environment.
- Ability to prioritize engineering work based on risk, value, and business impact.
- Strong stakeholder management and influencing skills.
- Experience working within capital governance and maintenance/reliability frameworks.
